Reclaiming the Dream

An invitation to rethink what welfare means—and how we choose to build it, together.

For the past several months, I’ve been sharing glimpses into the thinkers who shaped the questions at the center of my forthcoming book—voices who invite us to widen our lens, confront inherited narratives, and imagine systems that foster belonging and possibility.

Today, I’m grateful to share the name that will carry this work into the world:

American Welfare: Reclaiming the Dream for All of U.S.

This title captures the heart of the book: that America’s promise is measured by the systems and structures we design—and redesign—to support people’s well-being across a lifetime. It points to a simple yet profound idea: we can tell a different story about what we owe one another, and about how we build communities that flourish.

In the coming weeks, I’ll continue to share the people and ideas that inspired the book, along with details about pre-ordering ahead of its Spring 2026 release.

For now, I want to say thank you for following along, and for the work you do every day to strengthen the scaffolding that allows communities to grow, adapt, and thrive.

This is a book about systems, but even more, it’s a book about people. And you’ve been part of its story from the beginning.


Tracy Wareing Evans is an experienced executive leader, international speaker, and author. Anchored by a deep commitment to building equitable, thriving communities, she is widely recognized for her expertise in public human services administration and social policy in the United States. She has testified before Congress, consulted with policymakers across the aisle, and served on dozens of national advisory committees and executive boards. Evans is the former thirteen-year President and CEO of the American Public Human Services Association (APHSA), a bi-partisan national membership organization representing leaders of state and county human service agencies. She is currently Chair of the Board of Directors of Social Current and a fellow to the National Academy of Public Administration (NAPA).
